Through the Scooby-Doo article on the TV Tropes Wiki, I found a site that attempts to document cartoon nudity from the Americas, Europe and Japan. The site's owner defines nudity rather broadly, to include exposure of women's underwear. Be warned: Even if nudity per se doesn't offend you, you may be repulsed by some of the screenshots, including many from Nickelodeon.
